Poverty and social inequality

Taiwan has gradually constructed a highly diverse social welfare system that evolves with the times, ensuring that the different needs of people of various ages, identities, professions, and genders can be met. We want to further investigate this complex and costly social welfare system: What different types exist? Who provides social welfare? What are the sources of funding? What types of benefits are provided? How are beneficiaries selected, and what are the criteria? How are services delivered? Additionally, on what factors are the types and standards of the social welfare system designed? How can these issues be applied to analyze many existing welfare systems or policy programs in Taiwan? We will address these questions one by one in the classroom. Specifically, one teaching goal of this course is to understand what poverty is and how it is measured, while the other is to comprehend how policy can address poverty issues.
