Article 1 This regulation is established in accordance with the provisions of Article 14, Paragraph 2 of the Commodity Inspection Act.

Article 2 The definitions of terms used in this regulation are as follows:

1. Renewable Energy: Refers to renewable energy as defined in the Renewable Energy Development Act, but does not include energy generated from the direct combustion of general domestic waste and general industrial waste.

2. Renewable Energy Power Generation Equipment (hereinafter referred to as power generation equipment): Refers to the equipment that generates electricity using the renewable energy mentioned in the previous item.

3. Renewable Energy Certificates (hereinafter referred to as certificates): Refers to certificates issued by the Bureau of Standards, Metrology and Inspection (hereinafter referred to as the Standards Bureau) after verification of the electricity generation amount by the Renewable Energy Certificate Center (hereinafter referred to as the Certificate Center), which is a testing institution recognized by the Standards Bureau that conducts inspections of power generation equipment.

4. Applicant: Refers to the operators of renewable energy generation, electricity sales, or those who install self-use power generation equipment as defined in item one. However, those who use the feed-in tariff system or those participating in greenhouse gas emissions offset projects are excluded.

Article 3 Before applying for a certificate, the applicant must first register an account on the Certificate Center platform, and after logging in electronically using that account, submit the following documents to the Certificate Center to apply for a certificate:

1. Certificate application form.

2. Company registration, business registration, factory registration, other equivalent establishment registration documents, or identification documents.

3. Relevant proof documents for the power generation equipment.

4. Power generation equipment inspection report issued by the testing institution.

5. Other documents designated by the Certificate Center.

The inspection report mentioned in item four of the previous paragraph must be dated within one year prior to the application for the certificate.

For power generation equipment that is transferred and meets certain capacity range requirements, and if the applicant meets certain conditions, they may submit an application with an approved self-assessment report from a testing institution in advance, and must subsequently submit the inspection report mentioned in item four within the specified time frame. If the report is not submitted within the time limit, the accumulation of electricity generation will be halted from the day following the expiration of the deadline until the report is submitted and verified by the Certificate Center, and the electricity generated during this halted period cannot be counted towards the certificate quantity.

The specific capacity range, conditions, methods for self-assessment reports, and deadlines for supplementary submissions will be further determined by the Standards Bureau.

Article 4 After accepting the application for the certificate, the Certificate Center shall conduct a document review.

If the application documents do not meet the requirements, the Standards Bureau will notify the applicant to make corrections within fourteen working days from the day following the notification. If necessary, this period may be extended by another fourteen working days. If corrections are not completed by the expiration of the deadline, the application will be rejected.
