China Medical University (CMU) is a leading medical university in both Western and Chinese medicine. It also serves as a model institution in central Taiwan, with comprehensive academic programs addressing population aging and climate change adaptation. In the 2023–2027 Medium- and Long-Term Institutional Development Plan and the accompanying University Social Responsibility (USR) framework, CMU integrates the strengths of its academic units, affiliated healthcare networks, and stakeholder needs to advance its mission.

Guided by the goal of enhancing local well-being and cultivating sustainability-oriented youth capable of advocating for major health challenges, CMU implements four core strategies: age-friendly and inclusive communities, sustainable community co-existence, excellence in public service, and the development of a sustainable and resilient university. These initiatives focus on six Sustainable Development Goals (SDGs), including SDGs 3, 4, 8, 10, 13, and 17.

Under this framework, CMU has mobilized 28 USR projects across its colleges, established four USR Hubs, and advanced initiatives to build a sustainable and resilient university. Through these diversified efforts, CMU aims to promote local development, respond to national low-carbon policies, and align with the Taichung City Government’s Shuinan Smart Commercial and Trade Park initiative. By adopting a city-level governance perspective, CMU seeks to strengthen sustainable development across the university, its affiliated medical system, and the surrounding communities.
